Membership

Membership Requirements

Any city, town, county, special taxing district established pursuant to Title 48, Chapters 11, 12, 17, 18, 19 or 22, Arizona Revised Statutes, as amended from time to time, or any Indian tribe or such other entities as may from time to time permitted by applicable statute, may become a Member upon application and after an affirmative vote of 75% of the Directors present, and after satisfying the provisions and executing a counterpart of the SPPA Intergovernmental Agreement (“SPPA IGA”), a copy of which is on file in the office of the Arizona Secretary of State and in the principal office of SPPA.

Nonvoting Associate Membership

An entity with an interest in SPPA but that is not eligible for membership pursuant to applicable law may apply for a nonvoting associate membership. The privileges and responsibilities of nonvoting associate members shall be determined by the Board of Directors; provided that the Board of Directors shall not grant privileges or responsibilities to nonvoting associate members that are dedicated and reserved only to Members by applicable law.

Fees, Dues and Assessments

Each Member and nonvoting associate member in good standing must pay, within the time and on the conditions set by the Board of Directors, such amounts to be determined by the Board of Directors as provided in the SPPA IGA.

Application for Membership

All applications for membership shall be in writing and shall be delivered to the Board of Directors at SPPA’s principal office accompanied by all resolutions of the prospective Member’s governing board and other documents required in the SPPA IGA. All applications for nonvoting associate membership shall be in writing and delivered to the Board of Directors at SPPA’s principal office.
